Joint Venture to Operate Singapore’s Jurong Region MRT Line

A new chapter is set to unfold for Singapore’s rail industry. The Land Transport Authority (LTA) has announced that SBS Transit Rail (SBST) and French transport company RATP Dev Asia Pacific will jointly operate the upcoming Jurong Region MRT Line (JRL). This collaboration marks the first time a foreign operator will play a role in Singapore’s rail system.

Key Details about the JRL
The Jurong Region Line is Singapore’s seventh MRT line, spanning 24 km and featuring 24 stations. It will connect key areas in the west, including the Jurong Industrial Estate, Jurong Innovation District, and Nanyang Technological University (NTU). Scheduled to open in phases between 2027 and 2029, the line is expected to serve over 500,000 commuters daily as surrounding developments grow.

About the Joint Venture
SBST and RATP Dev Asia Pacific were awarded a nine-year operating contract valued at $750 million, with an option to extend for two more years. This bid was 8% lower than the competing submission by SMRT Trains.

RATP Dev, a subsidiary of the French public transport operator, brings global expertise to enhance Singapore’s rail operations. The partnership will focus on incorporating smart technologies to improve service reliability, safety, and sustainability, while also investing in community engagement and placemaking initiatives to enrich commuter experiences.

A Fair and Transparent Process
The tender for the JRL operator was evaluated using a “two-envelope process,” which considered both quality and price. This ensured that the chosen operator demonstrated the ability to maintain high service standards while offering competitive pricing.

Innovative Operating Model
The government will bear the fare revenue risk during the initial nine years, ensuring stability for the operator. SBST and RATP Dev will be paid a service fee to run the line, with performance incentives tied to reliability, customer satisfaction, and operational excellence.
